The County and the City have similar structures and procedures and a long history of collaboration and cooperation to help businesses be successful.
Both governments are led by professional administrators who work with elected boards empowered with making economic development decisions. In Rockingham County, the Board of Supervisors has authority over final zoning determinations. In Harrisonburg, this responsibility lies with the City Council.
