George K. Anas, II
Assistant County Administrator/Director of Economic Development

In his leadership role, George works closely with the region's top business, academic and community leaders to shape and execute economic development strategies that lead to job creation and capital investment in Rockingham County and the greater Harrisonburg Metro Area.  He is a graduate of James Madison University and brings over 20 years of private and public sector strategic project management experience to our team.  When considering a new location or expansion in Rockingham County, George will serve as your first point of contact. 
 

 
Michele Bridges
Economic Development and Tourism Manager

Michele is a Rockingham County native and graduate of James Madison University.  With close to 20 years of experience in marketing and supply chain in the private sector, she fully understands how to support the needs of industry.  In her role, Michele works to support the growth of existing businesses and to assist new businesses considering Rockingham County.  The beautiful Shenandoah Valley, the scenic surrounding mountains and our many area attractions make it easy for her to promote Rockingham County as a prime tourist destination.
 

 
Casey Armstrong
Community Development Director

With a degree in Environmental Science from Eastern Mennonite University, Casey leads the efforts of our Community Development team.  At the earliest stages of a project, Casey works closely with clients to help navigate the system and to ensure that there are no surprises.  He is focused on your schedule and helping you to achieve successful project outcomes. 

 

 
Pete Keseker
Development Plan Manager

A graduate of West Virginia University, Pete has worked throughout the Valley for over 30 years as a licensed soil scientist, onsite soil evaluator, and a commercial realtor giving him the right experience to work through the most challenging development plans.  Pete’s relationship with area surveyors, engineers and developers give him a strategic advantage to ensure your project plans are successful. 

 

 
Diana Stultz
Zoning Administrator/Subdivision Agent

A lifelong resident of Rockingham County, Diana serves as the County’s Zoning Administrator/Subdivison Agent.  Her 35 years of experience in permitting and zoning is leveraged daily for the benefit of our clients.  Starting her career in real estate, Diana inherently understands the importance of land use and the significance of project permitting, schedules, and project outcomes.  

 

 
Rhonda Cooper
Director of Planning

With a Master of Planning Degree from the University of Virginia and over 23 years of experience, Rhonda plays an integral part in the development of programs that lead to successful long-term strategies for land use and development.  Rhonda works closely with the Economic Development team to ensure that client’s needs are met while protecting the quality of life for County citizens. 

 

 
James May
Senior Planner

A native of Dallas, Texas, James moved to the Valley four years ago to join our team.  With a Master of Community Planning and Public Administration from Auburn University, James brings a unique perspective to the Community Development team.  Utilizing his experience in planning and love of the area’s natural beauty, James works diligently to help manage the balances between growth and sustainability in Rockingham County. 
 

 
Barry Hertzler
Director of Public Works

Hailing from mid-west Ohio and a graduate of Eastern Mennonite University, like many area students, upon graduation Barry chose to stay.  He spent the first 25 years of his career in estimating and project management in the construction industry before joining the County 5 years ago.  Barry is your go-to resource for all of your construction and site development needs.

 

 
Phillip Rhodes
Deputy Director of Public Works

A Rockingham County native and graduate of Virginia Tech, Phillip has extensive knowledge of the local landscape and the infrastructure that serves our citizens.  With over 20 years of combined experience with the County and the Virginia Department of Transportation, he works closely with our team to ensure that issues surrounding utilities are fully understood by all invested partners. 

 

 
Kathy McQuain
Parks and Recreation Director

A graduate of Virginia Commonwealth University, Kathy and her team work year-round to provide County residents of all ages and abilities with opportunities to join sports leagues and other recreational activities promoting healthy and active lifestyles.  Kathy is currently directing the development efforts for the County’s new Albert Long Community Park.  With more than 20 years’ experience, she is dedicated to promoting the benefits of a healthy work-life balance found here in the Shenandoah Valley.
